The management, administration, and operations of COGEOENVIRONMENT are
overseen
by Officers appointed by IUGS.
Officers have expertise appropriate to the fields
of activity in
which the Commission operates.
Officers are appointed for a fixed term and selected on
the basis
of the relevance of their expertise; their willingness to support
the aims and objectives of the Commission; and their geographic location
as they are required to be familiar with, and represent the interests of,
geoscientists in their region.
All Officers volunteer their time to undertake their COGEOENVIRONMENT
duties.
The current COGEOENVIRONMENT Officers are:
Colin Simpson
Representative for Australia and Oceania
Colin Simpson graduated with a B.Sc.(Geology) from the University of Melbourne
in 1962. After five years in private industry mineral exploration geoscience
he joined the Photogeology and Remote Sensing Group of the Australian
Government Bureau of Mineral Resources, Geology and Geophysics (BMR).
As a result of his research into the geoscience applications of remotely
sensed data he rose to the position of Principal Research Scientist in charge
of BMR Remote Sensing Research activities. He has published over 100 scientific
papers and articles and is an acknowledged national and international authority
on remote sensing.
In 1993 the BMR became the Australian Geological Survey Organisation (AGSO).
In 1992 Colin was appointed Chief of the Division of Environmental Geoscience
and Groundwater. That newly established Division had responsibility for AGSO
research into groundwater,
land resources, coastal/marine geoscience, climate change, and Antarctic
geoscience, and by 1996 had developed as a significant Division with an
operating budget of A$6 million and a staff
of 60.
Colin's experience also includes environmental geoscience project
activities in southeast Asia, the south Pacific, and east Africa. Colin has
held appointments in several national and international advisory bodies
including: Australian Space Board Committee on Remote Sensing; National
Groundwater Committee; Working Group on Land Resource Assessment; Land and
Water Resources Research and Development Corporation Groundwater Committee;
Coordinating Committee for Coastal and Offshore Geoscience Programmes in
East and Southeast Asia. His experience includes lecturing in remote sensing
training courses
in Australian universities and in Indonesia.
In 1996 Colin left the Australian Geological Survey Organisation and established
his own consulting company Colin J.Simpson and Associates Pty Limited
specialising in remote sensing and environmental geoscience issues.
Colin also serves as the COGEOENVIRONMENT representative for Australia and Oceania
and the Editor of the COGEOENVIRONMENT Newsletter.

Brian Marker was born in Walthamstow, UK, in 1946. He was awarded a BSc
in geology from the University of London in 1968 and then undertook research
on the sedimentology and palaeoecology of Jurassic limestones in part of
south-west England in the same university. He was awarded a PhD in 1972.
Following further research on Mesozoic marine sediments, undertaken at the
City of London Polytechnic, he joined the Minerals Division of the Department
of the Environment (now Department of the Environment, Transport and the
Regions) - the Ministry responsible for planning in England and environmental
protection issues in Great Britain - in 1975. He worked initially on preparation
of guidance and casework on aggregate minerals supply. In 1985, he took
up work on unstable land and other geological hazards. Responsibility for
managing the Department's Geological and Minerals Planning Research Programme
was added in 1988. In 1992 he became a Chartered Geologist. In 1997, he
became the Head of the Waste Planning Branch, charged with preparing new
planning guidance on waste management and, in addition, dealing with reclamation
of mineral workings and policy for supply of peat. In 1999, he became the
Head of the Non-energy Minerals Branch, dealing with both onshore minerals
and dredging of sand and gravel from the sea. This work has involved him
directly in the formulation of legislation and policies; in the preparation
of guidance for non-geologists on natural resources and ground conditions;
and in the management of research in support of the activities of the Division.
He has been involved in many committees including the British National
Committee of the IGCP (1988-91), Natural Environment Research Council Earth
Science Committee (1988-98) and Urban Regeneration and the Environment Research
Steering Group (1997-present), Secretary to IAEG Commission No.1 Engineering
Geology Maps (1992-present), EC DGIII Expert Group on Raw Materials Supply
(1997-99), Board of the British Geological Survey (1990-present), and committee
of the Environment Group of the Geological Society, London (1998-present).
Since 1985, he has been actively involved in promoting the use of environmental
geology in planning, development and conservation. He has been collaborating
with COGEOENVIRONMENT initiatives since 1990 and was awarded the
COGEOENVIRONMENT Outstanding Achievement award in 1998. He is the author
/editor of 28 papers and books. From 1975 to 1997 he was active in adult
education evening classes on environmental geology because of his belief that
geoscientists need to communicate more with the general public.

Cathleen May earned her B.S. with honors in Natural Sciences/Geology
at the University of Wyoming in 1990 following 12 years as an independent
business owner. She earned her doctoral degree in Integrative Biology
at the University of California at Berkeley in 1998. Dr. May's doctoral
research applied formal hierarchy theory to macroevolutionary problems,
using vertebrate faunal evolution in the Triassic of western Argentina
as an example.
While pursuing her doctoral research, Dr. May also carried out an extensive
field-based research program on the relationship between geology and ecology.
This research focused on isolated endemic communities in the drainage
system of the Colorado Plateau. This research led to publications on the
concept of geoecological contingency, a thought-model that converges nicely
with the geoindicators work of the IUGS COGEOENVIRONMENT. Dr. May's work
on geoecology was in cooperation with the National Park Service, having
as a specific aim the application of results to land and resource management
issues. Additionally, from 1995 through 1997, Dr. May worked as director
of the USDA Forest Service center for paleontological resource management,
designing national management policy and regulations and integrating them
with land management planning.
From 1998 through March of 2001, Dr. May was employed by the Geological
Society of America (GSA), first as Director of the Institute for Earth
Science and the Environment (IEE) then as the Chief Science Officer. While
at GSA, her sphere of responsibility included public policy and governmental
affairs, and external relations and strategic partnerships. In May of
2001, Dr. May founded the still-embryonic Newkirk Engler & May Foundation
for Relevant Science. She serves as President and Chair of the Board of
Directors. The foundation's mission is to support the natural sciences
communities in applying their expertise to issues of societal relevance.
Dr. May is involved in a variety of efforts that link natural science
to society's needs and aspirations. She has written and lectured extensively
on the concept and practice of integrative science. Dr. May has organized
and chaired several dozen conferences, workshops, symposia and panels
on issues linking geoscience to environmental planning and has served
on related committees and panels of organizations including GSA, IUGS,
the American Geological Institute, the US Geological Survey, the National
Task Force on Sustainability of the US Departments of Interior and Agriculture,
the National Conference on the Teaching of Evolution, the Paleo21 International
Working Group, and the American Association of Petroleum Geologists. Dr.
May currently serves on the IUGS Finances committee, and has just begun
working with the US-based Achievement Rewards for College Scientists Foundation
(ARCS).
